ACHIEVEMENTS

Gujarat has a track record of successful private sector participation in infrastructure development. However, GIDB's first and the foremost accomplishment has been chalking out of clear cut and comprehensive policies supported by a legal framework. The Board's focus has been on integrating and augmenting various components of infrastructure to improve the quality of life in the state.
The state government's commitment towards promoting private sector participation in infrastructure development can be adjudged from the fact that a large number of projects are already under implementation in private sectors. Some of them are:

Ports :

Gujarat has 6 port projects that have been awarded to the private sector involving an investment of US$ 2.14 billion. These include among others Greenfield port sites at:

Mundra
Dholera
Hazira
Dahej
Positra

Power :

In the Power sector 10 IPPs have already commenced generation. The capacity addition in these is around 3000 MW and entails an investment of US$ 2.85 billion.
These include:

Essar project at Hazira
GPEC power project at Paguthan
GSEG projects at Hazira

Roads :

This sector has seen 6 projects being completed in the recent past. The quantum of investment is around US$ 250 million. Projects include:

Ahmedabad-Vadodara Expressway
Vadodara-Halol toll road
Ahmedabad-Mehsana toll road
Apart from the projects already commissioned, a number of projects, which are under implementation through PSP mode and are likely to be bid out soon.

GIDB - Achievements to date

The PPP Cell at GIDB has undertaken Master planning exercise across various Infrastructure sectors and has developed a shelf of Project in the form of Vision 2010 and after a review exercise, developed ‘Blueprint for Infrastructure, Gujarat-2020’.(BIG 2020.)
The PPP Cell at GIDB conducts Techno-Economic feasibility studies. It prepares the TORs, bid documents and funding of the studies. It evaluates Concession agreements across sectors.
The State Govt has created a machinery such that PPP cell is working in co ordination with the executing agencies like GMB, GSRDC,GWIL,GPCL, GIL, etc which undertakes project award through competitive bidding.
The PPP cell arranges various programs and participates in public forums for dissemination to consumers, investors and government entities.
GIDB has developed Model Concession Agreements across some of the sectors like Ports, Urban Transport, Road and Water.
Standard internal evaluation guidelines have been prepared for technical evaluation of Projects
GIDB has an empanelled list of consultants ,selected on the basis of competitive evaluation methods, across infrastructure sectors for conducting feasibility studies.
Since last two years GIDB is conducting capacity building exercise in PPP for various State Govt. departments /agencies with the help of IL&FS. This includes vital sessions on both Basic and Advanced courses for a period of 3 days.
IGIDB is a nodal agency for preparing VGF proposals for forwarding them to the DEA and also for availing the State VGF assistance. It is also identified agency of state govt. for IIPDF funding proposals.
